Context:
Under the overall supervision of the Chief of Mission (CoM) and of the Head of Programmes, and the direct supervision of the Migration Management Programme Coordinator in IOM Ethiopia, the successful candidate will be responsible for the development, implementation and management of Counter-Trafficking (CT) and Assisted Voluntary Return and Reintegration (AVRR) projects in Ethiopia. The country portfolio in these areas has recently significantly expanded in importance and size (currently in the order of 10 million dollars) and is expected to continue on the same route.
Core Functions / Responsibilities:
Provide timely analysis, and draft and revise IOM’s strategies in areas of Counter-Trafficking (CT) and Assisted Voluntary Return and Reintegration (AVRR) in close coordination with the Migration Management Unit Program Coordinator and the other concerned Units in the Mission, relevant Government counterparts, and other relevant stakeholders in the country.
Plan, supervise, coordinate and monitor the implementation of CT and AVRR projects and activities in Ethiopia in collaboration with relevant IOM units, and heads of sub offices and field staff, to ensure efficient and timely implementation, in accordance with donor requirements and IOM standards and guidelines.
Plan, monitor and ensure the proper allocation and management of budget and expenditures for CT/AVRR projects and other related activities. Supervise the preparation of financial reports, ensure the development and implementation of relevant control systems, and coordinate administrative and logistical actions.
Ensure timely development and submission of quality internal and external CT/AVRR project reports, including donor reports and their supplementary documents, and ensure documentation of lessons learned and best practices for future project development initiatives.
Identify funding opportunities for CT/AVRR projects and develop concept notes and proposals through regular liaison with Government, donors, and implementing partners.
Provide technical support and guidance to the Government of Ethiopia to implement its National Counter-Trafficking and Counter-Smuggling Plan of Action and to set up a system to strengthen protection for vulnerable migrants and returnees, with a particular attention to Unaccompanied and Separated Migrant Children (UMSC) and Victims of Trafficking (VoTs).
Recruit, train and supervise program staff. Coach, support and oversee the performance of field office staff assigned to the CT/AVRR work.
Oversee general management of IOM’s AVRR Transit Center operations aiming at delivery of high quality direct assistance support to returnees, with a view to enhancing Transit Centers’ capacity to provide child-friendly services.
Oversee general management and service provision of IOM’s Emergency Migration Response Centers (EMRCs) aiming at delivery of high quality direct assistance support to rescued migrants, with a view to ensuring enhanced protection of migrants and their rights along the borders.
Oversee communication related to CT/AVRR projects and activities in coordination with the Communications Unit and ensure IOM and donor visibility.
Establish and maintain strong partnership and liaison with implementing partners, the donor community, government entities, local authorities, UN (United Nations) agencies and other stakeholders.
Represent IOM at meetings, public events, forums, seminars, and workshops on CT/AVRR as assigned and undertake duty travel as needed.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in International Relations, International Law, Development Studies or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience in project/programme management with United Nations Agencies or Non-Governmental Organisations (NGOs) in migration management focusing on counter-trafficking, with supervisory responsibilities and demonstrated achievements, AVRR
and/or Mixed Migration;
• Strong protection and child protection background;
• Demonstrated experience in management of finance, procurement and Human Resource (HR) for a project or a programme; planning, organising and facilitation of training, drafting donor reports and project proposals with budgets;
• Experiences in conducting Monitoring and Evaluation (M&E), with understanding of M&E tools and approaches;
• Familiarity with UN/IOM procedures and processes in finance, procurement and HR;
• Good command of computer software: Microsoft Office (Outlook, Words, Excel and Internet
Explorer);
• Knowledge of Microsoft Office Access or other database applications.
Languages
Fluency in English is required. Working knowledge of Amharic is an advantage.
