JOB PURPOSE:
The Programme Manager (Consortium Coordinator) Responsible for the overall implementation of the consortium based ECHO funded drought emergency response project (focus – WASH, EFSVL and Health & Nutrition) in Southern Somali region (Doolo, Afder and Shebele Zone) of Ethiopia facilitating high level planning, coordination and management of the Consortium enabling it to deliver successful results of the ECHO Action. In addition, the role will also include overall management of Oxfam’s OFDA and GAC funded drought response projects in Doolo, Afder, Fafan and Jarar Zone of Somali region.
It is to be noted that the funding for this post is yet to be approved (very high likely) and the recruitment of this post will be subject to project approval by the donor.
BACKGROUND:
Oxfam has been working in Ethiopia since 1974, devoted to empowering people against poverty. In 2015-16, the organisation consolidated its efforts to meet the needs of the most vulnerable and has reached close to one million people across Ethiopia with life-saving humanitarian assistance. Oxfam’s Humanitarian programme currently operates through 3 field bases in Jijiga, Dire Dawa and Gambella and getting prepared to open three new satellite offices in remote field locations as part of its ongoing drought response. The development team currently operates in Oromia, Amhara, Tigray and Somali region.
Oxfam is currently responding to drought in Ethiopia following its response strategy (Programme Focus WASH and EFSVL with gender and cross protection as cross cutting) having ambition of benefitting 700,000 people with a total budget of 14 Million GBP. As part of Oxfam’s drought response programme, it is leading a ECHO funded project in consortium with Save The Children International and Islamic Relief Ethiopia. The ECHO project is planned to be implemented in Doolo, Afder and Shebelle Zone. In addition, Oxfam is also implementing OFDA and GAC funded drought response project in Doolo, Afder, Jarar and Fafan Zone.
KEY RESPONSIBILITIES:
Delivery of ECHO project (60%)
· Overall responsible for the coordination and management of ECHO funded consortium drought response project;
· Provide oversight on consortium partners and partners coordination aimed at ensuring an effective and consistent / harmonised implementation of the action as contracted by ECHO;
· Development of coordination tools and modalities for the consortium partners to ensure internal action coherency in compliance with ECHO requirements and aligned with the overall consortium response;
· Ensure that an effective monitoring system is in place and well operating for achieving the targets agreed as per ECHO contract, in relation to programme activities, budget allocations and financial expenditures;
· Undertake regular field visits to monitor the project progress across all consortium partners; Organise joint monitoring visits followed by progress review meetings involving consortium partners and government authorities on regular interval (at least once in every quarter);
· Identify and effectively manage all key risks related to the project;
· Manage the financial system for the programme with partners and identify, implement and improve accountability mechanisms across the consortium;
· Ensure that implementation adheres to humanitarian international standards and approaches (such as, but not limited to, Core Humanitarian Standards, Humanitarian Accountability Partnership International (HAP-I) Benchmarks, SPHERE;
· Work closely with Oxfam’s grants and MEAL team and PMs of consortium partners for the timely and high quality donor reports (Narrative and Financial) and other compliances in line with approved proposal and donor contract;
· Lead and support learning and dissemination at Somali regional level and represent ECHO consortium / Oxfam at Somali regional level WASH cluster, DRM ATF and other relevant coordination forums;
· Line manage staff in line with Oxfam policies, ensuring that they have the necessary induction, strategic guidance and management support;
· Undertake other responsibilities as assigned by the line manager.
Support in delivery of other drought projects in the same geography (40%)
· Closely work with and manage Oxfam’s area managers for Jarar, Fafan and Afder;
· Ensure high quality and timely delivery of ongoing projects funded by OFDA, GAC and Oxfam’s internal resources in Doolo, Afder, Jarar and Fafan Zones;
· Manage partnership with local NGO partners which are implementing different projects;
· Responsible for oversight of projects’ budget;
· Support in producing progress reports for internal and external circulation including donor reports;
· Manage the financial system for projects with Oxfam teams and partners and identify, implement and improve accountability mechanisms;
· Manage delivery of drought response projects in close coordination with Somali regional government and ensure the same through area managers and implementing partners at Zonal and Woreda level;
· Undertake regular assessment of capacity needs of both Oxfam staff and its implementing partners and coordinate capacity development;
· Actively contribute in new funding proposals and progress reports for internal and external purpose (e.g. donor reports);
· Ensure that all work is carried out in a way that is sensitive to community needs and gender and protection issues. In particular to promote the full and equal participation of women in all aspects of the work;
SKILLS AND COMPETENCIES:
· Relevant qualification (preferably post graduation) in any related field of Development, livelihood or humanitarian context on WASH / food security programming;
· At least 5 years of solid practical multi country experience of working in humanitarian programme having WASH / Food security & livelihood focus and 2-3 years in senior managerial role in humanitarian / development programme;
· A minimum of two years’ experience of ECHO contract management essential, including budget holder responsibilities,
· Demonstrated experience in financial management and budgeting of development, livelihood and humanitarian projects preferably in Horn of Africa and in Ethiopia;
· Demonstrated experience of managing teams in remote geography;
· Experience in coordinating and managing a Consortium of INGOs under and institutional donor grant;
· Experience budgeting and financial monitoring of the project, including all partners’ budget and financial management. The detailed annual budget and corresponding project plan will be tracked as per Oxfam accounting systems and in accordance with grant agreement stipulations;
· Demonstrated experience of integrating gender and protection into emergency response programmes and longer-term strategies;
· Demonstrated experience of working with UN clusters, government authorities and implementing I/.NGO partners;
· A proven record of mentoring and capacity building of teams and partners in complex contexts;
· Ability to work well under pressure and in response to changing needs.
· Diplomacy, tact and negotiation skills;
· Excellent communication and cross-cultural management skills;
· Excellent command on English language;
· Competent candidate having experience of managing OFDA grants will be preferred;
· Competent candidate having command over local language (Somali / Amharic) will be preferred;
· Competent candidate with existing legal right to work in Ethiopia will be preferred.
