Position Summary:
The Deputy Chief of Party (DCOP) will be responsible for day-to-day oversight of the CSA-Nacala offices and will assume full responsibility for the project in the absence of the COP. This position will also be responsible for training and mentoring new staff members to ensure they are prepared to implement the project efficiently, successfully and in accordance with Winrock and USAID policies. Oversight for the successful completion of operational start up, establishment of financial and administrative systems and functions of the project including procurement, logistical support, financial integrity, human resources and facilities management in coordination with Winrock headquarters backstopping staff. This position is anticipated to last 12 months.
Major Responsibilities
- Supervise staff as assigned, including providing regular professional support and mentorship for all project staff. Build capacity of staff to ensure that all aspects of the project are operating smoothly at the conclusion of this assignment.
- Ensure project operations and systems are fully established and operational in accordance with Winrock and USAID policy and procedures.
- Ensure human resources staff adhere to Winrock and USAID policy and Mozambican labor laws.
- Oversee project finance, including ensuring project expenditures are in accordance with the approved budget and USAID policies;
- Develop grant-making processes and launch project’s grant-making activities. Provide oversight of initial grants competition to ensure adherence to contract guidelines and requirements, Winrock policies and procedures and local laws.
- Advise and mentor Grants Specialist
- Conduct pre-award audits of possible grantee organizations, in addition to audits during implementation and at close-out, as needed and identified in the grants manual and in coordination with the Finance Manager.
- Monitor financial management of grant funds to ensure consistency with agreed technical plan and actual implementation, and monitor expenditures.
- Oversee all programmatic financial transactions and monitor monthly financial performance;
- Solidify procedures and build staff capacity to ensure that financial operations are compatible with standard accounting practices and Winrock and USAID policies;
- Provide detailed analysis of costs, budgets, contracts, and funding agency requirements as needed;
- Oversee all financial aspects of the project including monthly transaction reports, invoices, quarterly accruals and financial reports to meet deliverables;
- Supervise HR and facilities management activities.
- Ensure that all project staff follows Winrock accounting policy (with respect to procurement, timesheets, receipts, etc.);
- Supervise office functions and activities related to procurement, travel, payroll, records and filing systems;
- Other tasks as assigned by the Chief of Party.
Qualifications & Background
Education: Requires minimum of a Bachelor’s Degree in Finance, Business Administration, International Development or related field.
Experience:
- Minimum of 7 years’ experience required, including administration of USAID cooperative agreements, financial management, human resources, direct project management;
- Familiarity with Federal and USAID Assistance Regulations;
- Ability to lead and manage diverse team.
- Overseas work experience preferred.
Knowledge, Skills & Abilities:
- Excellent management, communication, and organization skills are essential.
- Strong analytical and computer skills, especially in budget management.
- Ability to maintain the highest ethical standards at all times.
- English fluency required.
- Show initiative and be able to work with minimal supervision.
