BACKGROUND
The United Nations Human Settlements Programme (UN-Habitat) is present in Ethiopia since 1998, date from which it has implemented a series of projects (see table below).

In 2013 a Memorandum of Understanding (MoU) has been signed between UN-Habitat and the Ministry of Urban Development, Housing and Construction (MUDHCo) to support the implementation of the Ethiopian Cities Prosperity Initiative (ECPI). UN-Habitat recently prepared a discussion paper on the ECPI and is now aiming to develop a City Prosperity Index (CPI) which will allow monitoring the implementation of this initiative. Moreover, UN-Habitat has been requested to assist the process of translating the ECPI to fundable projects for supporting the urbanisation process in the country and to define an Implementation Framework of this Government-led initiative through the Ministry of Urban Development, Housing and Construction (MUDHCo). The ECPI is the Ministry’s contribution to the Growth and Transformation Plan (GTP) II and III.
The ECPI is organised around ten pillars as described in Figure 1, which collectively constitute the key determining factors for building competitive, economically prosperous, socially inclusive, environmentally sustainable, resilient and well governed Ethiopian cities for the 21st century. These pillars will provide a framework for investments in urban infrastructure and service delivery, capacity building and public mobilisation for all urban areas with population of 20,000 or more.
RESPONSIBILITIES
The objective of this assignment is to assist MUDHCo and interested secondary cities/regional capitals in concluding the determination of the City Prosperity Index (CPI) for Addis Ababa and Mekelle cities in Ethiopia. In addition, the Consultant will support UN-Habitat’s efforts in Ethiopia in fund raising activities.
Under the supervision of the UN-Habitat Regional Office for Africa, with the support of the UN-Habitat Programme Manager (HPM) for Ethiopia and the Research and Capacity Development Branch (RCDB) at UN-Habitat HQ, and in close collaboration with national and local counterparts as well as Development Partners, the Consultant will have to fulfil the following duties and responsibilities:
- Support the conclusion of the CPI determination for Addis Ababa and Mekelle in coordination with the different stakeholders;
- Support the customization of the existing CPI development guideline to be used as a reference by national and local authorities in Ethiopia;
- Support in identifying, drafting and implementing various UN-Habitat projects in Ethiopia and in approaching/liaising with the Development Partners for fund raising purposes.
By the end of the consultancy, the following products are expected:
- A well-structured CPI report for two selected cities of Ethiopia (Addis Ababa and Mekelle), validated by each city and the Ministry of Urban Development, Housing and Construction (MUDHCo).
- A well-structured and customized CPI preparation guideline document adapted to Ethiopia and validated by MUDHCo
- Various UN-Habitat projects in Ethiopia drafted (or, when ongoing, implementation supported) and funding secured in coordination with Development Partners.
- Monthly progress reports.
The ECPI is built upon and supported by the urban reform processes that have been implemented over the past decade. Since 2005, with the approval of a National Urban Development Policy, the Government has taken decisive and resolute measures to tackle some of the most blatant aspects of urban decay and low economic productivity. It has invested billions of dollars to improve urban infrastructure, housing and condominium development, water and sanitation, electricity and public transportation networks. It has taken steps to improve land regulation and facilitate land acquisition. Moreover, the government has devolved power and responsibility to the regions so that they can determine development policies consistent with local realities. Importantly, the ECPI sets up an implementation arrangement with Development Partners.
COMPETENCIES
Professionalism: The candidate must have a demonstrable good understanding of urban development processes in the Ethiopian context. Proven capacity to analyse and synthesize information, ability to work independently with a high degree of responsibility, in a flexible manner and often under pressure. Ability to conduct interviews. Experience in collaborating with intergovernmental and/or UN bodies would be considered an advantage.
Communication: Proven ability to write and communicate clear and concise statements.
Judgement / Decision-making: Proven ability to make mature and calculated decisions. Must be able to work independently under limited supervision.
EDUCATION
At least Master degree in urban planning or management, economics, public administration, geography, architecture or equivalent.
WORK EXPERIENCE
Minimum of 8 years of working experience at the international level, with relevant knowledge in the field of urban development. Working experience in Ethiopia, especially with governmental officials
LANGUAGE SKILLS
Fluency in English (written and oral). Knowledge of another UN language will be an asset.
OTHER SKILLS
Proven excellence in research, analytical skills as well as sound interpersonal skills are required.
REMUNERATION
Payments will be based on deliverables over the consultancy period. There are set remuneration rates for consultancies. The rate is determined by functions performed and experience of the consultant. The fees will be paid as per agreement.
