1. JUSTIFICATION FOR STTA REQUEST AND PROJECT BACKGROUND:
The UK Department for International Development’s (DFID) Reproductive, Maternal, and Neonatal Health Innovation Fund (RIF) launched in June of 2014, with the goal of improving maternal and neonatal health outcomes in Ethiopia through partnership with the Federal Ministry of Health (FMOH) and a range of local implementers. Pathfinder International has been designated by DFID to serve as the Technical Assistance Supplier (TAS) to the FMOH—helping to build their capacity to design and manage reproductive, maternal, and neonatal health (RMNH) programming, and supporting the efforts of the sub-recipients (SRs) who receive RIF grants.
Technical assistance is required at this time to support the TAS to develop a strategic approach for value for money (VfM) that aligns with DFID’s ‘four E’s’ framework for VfM. This strategy will be used by the Pathfinder TAS team to:
- Help evaluate the cost-effectiveness of Pathfinder’s support to the FMOH and RIF SRs,
- Inform prioritization of TAS activities and strategies;
- Provide Pathfinder with a tool to enhance VfM of approaches implemented by the RIF SRs; and
- Provide Pathfinder with a tool to strengthen the capacity of the FMOH with regards to evaluation of VfM.
Given that Pathfinder’s role in this project is primarily to provide technical assistance to the FMOH and RIF SRs, the focus of this strategy will need to be on evaluating the VfM of capacity and systems-strengthening activities.
2. DURATION OF ASSIGNMENT
Four weeks, plus availability for questions and formal follow-up three and six months after completion of assignment
3. MAIN OBJECTIVE(S) OF STTA
To collaborate with the Pathfinder TAS team (including Addis-based project staff, HQ-based technical assistance staff, and other consultants) to develop a project VfM strategy. This strategy needs to reflect DFID’s approach to VfM, which addresses ‘four E’s’: economy, efficiency, effectiveness, and equity, as well as propose clear approaches and related benchmarks to evaluate VfM for the remainder of the program.
4. TASKS
- (Remote) Review project documents, including original technical design and subsequent project reports
- (Remote) Conduct a literature review of relevant studies and other literature related to cost-effectiveness analysis of capacity building and health systems strengthening interventions.
- (Remote) Lead calls with Pathfinder team (including project team and relevant HQ-based technical staff) to determine scope and priorities for project VfM strategy.
- (Remote) Using existing project reports and data (including both monitoring data and financial reporting), lead a retrospective analysis of project VfM to date.
- (In-country) Lead a workshop among project staff, and relevant stakeholders as determined by the project, to develop a framework for a VfM strategy reflecting project priorities (including Pathfinder, DFID, and FMOH).
- (Remote) Finalize strategy in collaboration with Pathfinder staff.
- (Remote) Draft recommendations for Pathfinder team to operationalize proposed VfM strategy.
5. DELIVERABLES:
- Retrospective project VfM analysis
- Completed project VfM strategy
Recommendations for strategy operationalization
Basic Requirements (Candidates must meet basic requirements to be considered for this job.)
Master’s degree in Health Economics, Public Health, or a related field
Minimum of ten years’ experience working in health economics, health financing, or health systems strengthening with a focus on cost-effectiveness and/or cost-efficiency
Familiar with multiple model for measuring cost-effectiveness, including specifically DFID’s model for VfM
Excellent English language proficiency, including both written and oral
Experience working or supporting programs in Ethiopia a plus
Availability to travel to Addis for a minimum of one week to lead a strategy development workshop with the project team
