Project HOPE is currently recruiting for our proposal in support of USAID in Mozambique. Titled “Mozambique Monitoring and Evaluation Mechanisms and Services, the primary objective of the award is the development of a comprehensive monitoring and evaluation program, which will be able to provide continued, on-the-ground support on performance monitoring, data verification, evaluation of the impact, output and outcome results and environmental compliance of USAID/Mozambique activities. Position is contingent upon successful award of the project.
Serving as the main point of contact between USAID/Mozambique and the Contractor and reporting to both, he/she must ensure effective and efficient performance for all aspects of this contract, overseeing all quality control and reporting and interact professionally with senior Mission, Embassy, and any GRM officials.
Minimum Qualifications
- At least 10 years of experience in international development, including experience and technical knowledge in designing, managing and evaluating multi-million dollar development projects.
- At least 5 years of experience must be as a COP or senior field management experience such as Project Director, Regional Director or Country Director roles, demonstrating professional interaction with senior U.S. and foreign government officials.
- At least 6 years of experience working on donor-funded mechanisms.
- Managing and supervising long-term field staff, administrative aspects of a field office(s), and short-term U.S., third country, and local experts.
- A Masters (or higher) degree in the field of international relations, economics, political science, public policy, management, and/or other relevant field.
- Familiarity with USG policy related to evaluation and performance management.
- Fluent English; working knowledge of Portuguese or Spanish is required.
- At least 5 years of work experience in sub-Saharan Africa.
Preferred Qualifications
- Technical expertise in any of the sectors will be an added advantage.
- Demonstrated ability to manage personnel, funds, and resources for multi-year, multi-task projects.
- Experience working on a similar M&E mechanism, especially in Africa.
- Work experience in Mozambique.
