Overview/Responsibilities
Ipas is a nonprofit organization dedicated to ending preventable deaths and disabilities from unintended pregnancies and unsafe abortion. Through local, national and global partnerships, Ipas works to ensure that women and girls can enhance their sexual and reproductive health via affordable, safe, respectful and comprehensive abortion and contraceptive care. We are currently seeking qualified candidates for the position of: Country Director, Mozambique, to be located in Maputo, Mozambique.
The Country Director (CD) as the leader setting the vision for the Ipas Mozambique portfolio is responsible for the overall strategy, management (programmatic, financial, and administrative), and development of Ipas’s nascent Mozambique program. The CD will build, develop and lead a skilled, professional team to further women’s reproductive health and rights in line with the mission of Ipas in Mozambique. The CD will develop strategies; prepare and execute annual operational plans; generate new funding opportunities and secure program expansion; oversee financial, administrative and logistical resources; ensure adherence to minimum standards; and assure quality of operations in line with Ipas’s long-term strategic goals and objectives. The CD will manage for results, valuing high performance, accountability, efficiency, responsiveness, and innovation, while keeping the beneficiaries at the heart of everything we do.
The CD will function as a primary organizational representative in Mozambique. The CD will build and manage partnerships ensuring strong collaboration with local government, international donors and sponsors, and partners, both at national and regional levels.
Key responsibilities
Business planning
Position Ipas as a sector leader across Mozambique by contributing to, establishing and strengthening national strategies and goals
Design, deliver and lead Ipas’s Mozambique strategic plans and lead country rollout of nested plans as needed, in line with Ipas’s global vision, mission and strategic objectives
Review and ensure adequate support for the country annual operational plans
Work closely with the North Carolina (NC) global office to ensure growth plans for the country are integrated and adequately supported throughout the organization
Develop and deliver a robust and cost-effective business model ensuring the ongoing growth of healthy and sustainable income streams
External relations and resource mobilization
Build and nurture strong partnerships with government, health professionals and institutions, organizations, businesses, media, policymakers, peer agencies, and communities
Oversee the development and implementation of new program development and resource mobilization strategy
Foster relationships with traditional and non-traditional donor representatives
Represent Ipas and Ipas’s mission at the country level, advocating for women’s reproductive health and rights
Ensure a strong partnership and effective working relationships with the NC global office to leverage support
Program execution
Ensure robust systems and processes are in place to support operations, drive productivity and deliver results, including the effective use of state-of-the-art program management processes and systems
Ensure full donor contractual compliance at every stage of the project cycle
Promote evidence-based decision making and support research to better understand women’s sexual and reproductive health and rights (SRHR) and barriers to accessing sexual reproductive health (SRH) services
Lead in the adoption of innovative solutions to improve effectiveness and efficiency of intervention models
Ensure quality is maintained at all times; support quality and monitoring process for continuous quality assurance
Finance and governance
Improve the bottom line through revenue growth and increased efficiency
Base strategic and annual operational plans on sound financial and statistical performance data
Ensure strong financial management aligned with Ipas’s financial compliance requirements
Regularly monitor financial performance and share results through regular reviews with the NC global office for follow-up action
Ensure robust internal controls are in place
Meet governance requirements of the country program entity
Ensure program adheres to local statutory obligations
Ensure program adheres to donor contractual obligations
Lead the team
Build, lead and support the development of the Mozambique program team
Develop and build the local organization by strengthening programmatic and operational capacity of staff
Ensure human resource (HR) systems and processes are aligned with best practices and local law
Ensure accountability is built within HR management processes and systems
Embed Ipas’s culture and values across the Ipas Mozambique country program
Foster and embed a positive management culture and learning organization approach across the team
Contribute to building a culture of South-to-South collaboration with other country programs across Africa and Asia and broader partnership, encouraging cooperation and supporting learning across countries
Applied Knowledge & Skills
Excellent and demonstrated public relations, fundraising experience, advocacy and policy implementation, program representation, and diplomacy skills required
Strong consultative and negotiation skills
Strong leadership skills; ability to motivate, influence and collaborate with others
Ability to build positive local working relationships with local communities, district/state/national government officials, UN and other multilateral bodies and donor representatives
Comprehensive knowledge of theories, concepts, and practices in project management, process development and program execution
Strong critical thinking and problem solving skills to strategize, plan, and manage resources for successful completion of projects
Excellent oral and written communication skills
Ability to work independently
Requirements
Experience
Must be legally eligible to work in Mozambique
A minimum of 10 years with project/portfolio/country management experience and previous experience as a country director or manager for an international NGO; experience in setting up or growing new country programs highly valued
A strong understanding of women’s sexual and reproductive health and rights in Mozambique
Demonstrated experience in fundraising and maintaining relationships with donors
Demonstrated experience in successfully overseeing sector-specific or multi-sector program management and implementation, ideally in Mozambique
Demonstrated strategic planning, staff development and capacity building experience
Demonstrated experience in leading and managing complex programs that are strategic in nature and national/international in scope
Must be able to read, write, and speak fluent Portuguese and English, including extensive experience in using Portuguese and English in a professional context
Experience operating in challenging environments
Qualifications
Education
Advanced Degree - Master’s Degree or higher (or its International Equivalent) in Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field
Certifications Preferred
Certification in project management, Qualification Project Cycle Management and/or Monitoring & Evaluation
Travel & Physical Requirements
Travel Requirements: Up to 40%
Typical Physical Demands: Typical office environment. Ability to sit and stand for extended periods of time; ability to lift 5-50 lbs.
