Position Title: Migration, Protection and Solutions Coordinator

Reporting To: Program Coordinator

Duty Station: Addis Ababa, Ethiopia

INTRODUCTION

The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants. The organization has offices across the region, and has been operational in Ethiopia since 2009. With funding from bilateral and multilateral donors, DRC is currently implementing a range of activities across Ethiopia and Djibouti, including WASH and shelter provision, child and youth protection, gender based violence response, awareness-raising of migration risks, protection monitoring of migration routes, and livelihoods support for returning migrants or those at-risk of migration.

POSITION’S OVERALL OBJECTIVES

Working under the direct management of the Addis Ababa-based Program Coordinator, the Migration, Protection and Solutions Coordinator will be responsible for the overall strategy, design and implementation of the organization's current and future migration, protection and solutions initiatives across Ethiopia and Djibouti. The Coordinator will be the direct supervisor of Migration, Protection and Solutions Project Officers and Assistants and will regularly collaborate with other program staff to ensure DRC's migration, protection and solutions initiatives are responsive, relevant and effectively mainstreamed throughout the Ethiopia and Djibouti country program. Furthermore, the Coordinator will be required to provide regular support and guidance to project cycle management, proposal development and program strategy and will advise and support field teams to ensure the successful implementation of all migration, protection and solutions-related activities. Furthermore, the Coordinator will work collaboratively with the Program Coordinator, Head of Programs and Country Director to monitor the operating context to ensure DRC's programing is relevant and responsive to priority humanitarian needs, and that DRC participates in and contributes to knowledge sharing and discussions related to migration, protection and solutions in the region.

RESPONSIBILITIES AND TASKS To achieve the objectives of the position, the Migration, Protection and Solutions Coordinator, with support from the Program Coordinator, will perform the following tasks and undertake the following responsibilities:

Technical Support

  • Lead the further development and expansion of DRC Ethiopia and Djibouti’s migration, protection and solutions department, including the regular review and revision of the country program’s mixed migration and protection strategies.
  • Identify, design and lead needs assessments, profiling exercises and research initiatives, which contribute to enhancing knowledge on migration, protection and solutions issues within the context of Ethiopia and Djibouti.
  • Forge strong professional relationships with representatives from ARRA, UNHCR and other NGOs and stakeholders, and participate in relevant cluster and working group meetings and other coordination fora.
  • Act as the primary focal point to the Regional Mixed Migration Secretariat (RMMS) and Regional Durable Solutions Secretariat (ReDSS).
  • Collaborate closely with the Program Coordinator and Head of Programs to design and implement relevant and responsive, rights-based migration, protection and solutions projects and activities. This will require collaboration with other DRC program staff and a keen interest in integrating migration, protection and solutions components and considerations into the larger DRC programs.
  • Ensure high quality day-to-day technical advice and coordination of all migration, protection and solutions initiatives to ensure strict adherence with international best practice protection standards, including the identification of protection risks and vulnerabilities with acute awareness of issues related to gender, age and diversity.
  • Work with the Head of Programs and Area Manager to contribute to new project development, including both narratives and budgets, by coordinating, compiling and developing inputs from other program and support staff.
  • Collaborate with Area Managers and protection staff to ensure Addis Ababa and field-based protection records and documentation are properly managed and compliant with DRC requirements and international best practices.
  • Keep abreast of contemporary and new developments related to mixed migration in and through the Horn of Africa and beyond, and ensure implementing teams and senior management are briefed accordingly.**General Management and Support**

  • Manage all Addis Ababa-based migration, protection and solution staff, and support respectful and positive working relationships which allow for the effective implementation of DRC activities. This is to be achieved through leadership, team building, day-to-day support and capacity-building.

  • Assume budget holder responsibilities, as assigned by the Program Coordinator and Head of Programs, including the development of migration, protection and solutions related budgets for new projects, detailed tracking of related spending and participation in monthly budget versus actual meetings.

  • Identify training and capacity building opportunities for relevant staff and ensure they are well versed in key concepts relevant to the context, DRC's code of conduct, accountability, respectful dialogue with migrant, refugee and displaced populations, and prevention of sexual exploitation and abuse.

  • Collaborate with the human resource department to ensure staff objectives are set and that evaluations and performance reviews are conducted on a regular basis for all staff managed.

  • Collaborate with the logistics and procurement department in developing comprehensive procurement plans and Order Requests for responsible projects. Upon receipt of related goods and services, the Coordinator will collaborate with the logistics and procurement teams in the receipt of goods and services and will lead in quality assurance. As part of the procurement process, the Coordinator may also be requested by the Program Coordinator and Head of Program to participate in tendering processes, procurement committee meetings and in the review of bid analyses, as well as working with the logistics and procurement teams to arrange storage and warehousing for protection related items.

Reporting:

  • Under the direction of the Program Coordinator and Head of Program, lead migration, protection and solutions related reporting for both internal and donor purposes. This may include providing weekly reports to the Monitoring and Evaluation team and developing internal reporting formats for easy use by the migration, protection and solutions teams.
  • Provide ongoing general monitoring of the operating context to ensure relevance and accountability to DRC's beneficiary populations.

QUALIFICATIONS

  • Advanced degree in law, social work, social sciences, international development, or other relevant field from a recognized institution.
  • Minimum of 6 to 8 years’ management or coordination experience at a mid to senior level, preferably with experience in the field of humanitarian response, protection and research working for an international NGO, UN agency or relevant ministry.
  • Strong understanding of mixed research methods and demonstrated experience designing and producing research reports.
  • Commitment to learning and implementing organizational policies and procedures.
  • Full proficiency in Microsoft Office, with knowledge of SPSS an added advantage.
  • Excellent verbal and written proficiency in English.

  • Experience working with youth, migrants and in community mobilizations and participatory approaches.
  • Experience living and working in cross-cultural and remote environments.
