The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) is a global leader in the fight against pediatric HIV and AIDS, working in 19 countries and at over 5,500 sites around the world to prevent the transmission of HIV to children, and to help those already infected. Today, because of the highly successful work of the Foundation and its partners, pediatric AIDS has been virtually eliminated in the United States. BACKGROUND

The Foundation is currently recruiting for a new full-time permanent Country Director for our Mozambique program. In the interim, the Foundation is seeking a consultant to fill this role during the transition period. This position is the senior most leadership position in the Foundation’s Country Office.

In the absence of the Country Director, the Interim Country Director will lead and manage the staff of the Elizabeth Glaser Pediatric AIDS Foundation in Mozambique, carrying out the Foundation’s mission of eliminating pediatric HIV/AIDS through its global strategic plan. Over the course of 3-6 months, the Interim Country Director will provide senior managerial expertise, ensure the execution of efficient management systems and be accountable for the results of a large CDC-funded HIV/AIDS project.

PURPOSE/SCOPE OF WORK

Under the direction of the Regional Director, the Consultant will provide the following services.

Team Leadership

Work in close collaboration with global support units, Country Support Officers, and the Global Support team by communicating direction and demonstrating strong decision-making processes.

  • Provide effective and efficient management and supervision of the country team to ensure that it functions in a strong, effective, collaborative and productive fashion.

  • Monitor, evaluate and report on all program activities and progress to the Foundation’s central office and donors.

  • Oversee the country research portfolio in collaboration with members of country senior leadership and the global team.

Operations Management

Ensure efficient department operations by providing clear and effective communications to country and global staff.

  • Oversee program implementation, operations and reporting, ensuring compliance with Foundation policies, USG rules and regulations, donor agreements, MOH policies, and Mozambican law.

  • Supervise the Associate Director of Operations (ADO) to ensure that the program‘s corporate services follow Foundation policies and procedures and meet all program, donor and legal commitments.

  • Manage program and operational budgets in accordance with the Foundation's procedures, and be directly responsive to the Controller and Chief Operating Officer on all fiscal matters.

Program and Technical Support

Understand programmatic and technical aspects of program needs to apply procedures, requirements, regulations, and policies ensuring technical goals are attained and programmatic commitments to donors and partners are met.

  • Ensure timely and effective monitoring, evaluation, and reporting on all program activities and progress to the Foundation’s US offices, relevant donors and the MOH, as appropriate.

  • Supervise the Technical Director and technical team and ensure that the program meets appropriate quality standards targets and deliverables outlined in the cooperative agreement.

  • Ensure that the Foundation provides quality technical, financial, and material inputs and assistance to local implementing health facilities/sub-grantees and ensure that their performance is of a high standard.

Program and Foundation Representation

Act as representative for the Foundation at national and local level and advance advocacy and policy efforts related to the Foundation’s mission.

  • Familiarize self with country’s legal system and legal issues impacting the country to ensure all legal requirements are in full compliance, as well as provide direction to critical legal matters and developments.

  • Ensures the best interests of the Foundation are protected, and works to elevate issues to relevant Senior Leadership Team members in DC, as appropriate.

  • Serve as Foundation’s principal liaison for maintaining good relationship with donors and external stakeholders.

CONTRACTOR DELIVERABLES

The Consultant will provide monthly management reports in a format designated by the Foundation and participate in bi-weekly management calls.

MINIMUM REQUIREMENTS:

  1. All applicants must be fluent in Portuguese.

  2. The timeframe of the assignment is projected to be a minimum of 3 months and potentially up to six months starting on: January 2, 2016. All applicants must be ready, willing, and able to perform the assignment during this timeframe.

FOUNDATION RESPONSIBILITIES:

  1. The Foundation will provide a laptop for the consultant and a local Mozambique phone with credit for business calls.

  2. The Foundation will provide work space for the consultant in our Mozambique office.

  3. The Foundation’s office will pay for any necessary in-country travel directly for the consultant.

Occasional travel to the Foundation’s sub-offices in Gaza and Nampula may be necessary.

KEY CONTRACT TERMS:

The anticipated contract type is a labor hour. Unless stated otherwise in the statement of the work, the Contractor is responsible for providing equipment and/or supplies required to perform the services.

All deliverables provided to the Foundation must be furnished for the use of the Foundation without royalty or any additional fees.

All Materials will be owned exclusively by the Foundation. Contractor will not use or allow the use of the Materials for any purpose other than Contractor’s performance of the Contract without the prior written consent of the Foundation.

EVALUATION CRITERIA AND SUBMISSION REQUIREMENTS:

The Foundation will accept the proposal that presents the best value. All proposals will be evaluated against the following Evaluation Criteria. Each proposal must contain the items listed in the Submission Requirements column in the following chart. Please submit your Submission Requirements in the order that they appear below.

Evaluation Criteria (Total 100%)**:**

Criteria 1 (30%): Past performance of similar work

Submission Requirement 1: 3 professional references from similar past projects with phone and email contact information and a brief written summary of the assignments

Criteria 2 (15%): Contractor’s proposed process and approach to meet our needs efficiently

Submission Requirement 2: A maximum 3-page written proposal explaining the contractor’s approach

Criteria 3 (25%): Daily rate

Submission Requirement 3: Cost proposal including contractor’s proposed daily rate and any other expenses, including travel, to meet the needs of the assignment

Criteria 4 (30%): Qualifications

Any proposal not addressing each of the foregoing items could be considered non-responsive. Any exceptions to the requirements or terms of the RFP must be noted in the proposal. The Foundation reserves the right to consider any exceptions to the RFP to be non-responsive.

Late proposals will be rejected without being considered.

This RFP is not an offer to enter into agreement with any party, but rather a request to receive proposals from persons interested in providing the services outlined below. Such proposals shall be considered and treated by the Foundation as offers to enter into an agreement. The Foundation reserves the right to reject all proposals, in whole or in part, enter into negotiations with any party, and/or award multiple contracts.

The Foundation shall not be obligated for the payment of any sums whatsoever to any recipient of this RFP until and unless a written contract between the parties is executed.
