PSI/Mozambique was established in 1994 to initially assist the Ministry of Health scale up HIV prevention but quickly expanded its offering of health services and products to meet the diverse needs of Mozambicans.
To combat the health challenges faced by Mozambicans , PSI/Mozambique operates at the cutting edge of social marketing and behavior change communication innovation with interventions like Movercado—a mobile technology that helps drive demand and maximize health aid distribution by connecting the bottom of the market to existing local entities. Local brands—including male condom brand Jeito and its female counterpart Jeitosa—have taken social media by storm and exhibited a dominant presence at pop culture events. Current health services and products are wide ranging and focus on family planning, HIV and sexually transmitted infections, water, sanitation and hygiene, and child nutrition.
Your contribution
The Adolescent SRH Program Director is sought to lead an innovative sexual and reproductive health program based on market-led models, social marketing, and behavior change communication and underpinned through applied operational research to continuously improve program outcomes. The candidate will heavily focus on strategic direction, management of program activities, quality of health services, integrity of messages, and external relations and partnerships, and provide technical assistance.
This position is contingent on funding.
Responsibilities
Program Management
Oversee implementation of the program with a focus on setting strategy and overall leadership for: Behavior change communication interventions based on social research to engage gatekeepers, service providers and beneficiaries.
Family planning service delivery through public and private providers.
Pilot market-led models to increase access to family planning counseling and contraception.
Operational research to ensure evidenced based learning to improve knowledge management and inform ongoing program improvement.
Ensure health impact is achieved and donor deliverables are met within the project timeframe and budget
Maintain effective and regular communication and coordination with implementing partners and donors
Ensure sound financial management including programmatic budgeting, spending projections and monitoring of payments
Expand, monitor and identify opportunities for increased impact, improved efficiency and cost effectiveness and ensure best value for money
Ensure the effective use and coordination of donor resources and the compliance of financial systems and controls with relevant donor standards
Build capacity of country team to effectively manage and carry forward implementation
External Relations & Partnerships
- Develop and maintain strong external relations, in particular with government, donors, and public and private sector partners
- Participate in local technical work groups, including, but not limited to, family planning
- Serve as main point of contact and representative of programs listed above and be primary project liaison between donor, project partners and stakeholders
Technical Support
- Support the Country Representative and other staff in strategic planning and overall institutional development.
Deliver recommendations on technical assistance and systems strengthening that could be applied to enhance the effectiveness and sustainability PSI/Mozambique's programs
Monitor programs' results and ensure programs provide high quality technical services, meets annual targets and maximize positive outcomes
Provide technical oversight and strategic direction for program implementation and development
Our needs
- Master's degree in relevant field (MBA, MSW, MPH) or equivalent experience
- At least 6 years demonstrated staff management and public health project oversight experience
- Technical expertise in the area of sexual and reproductive health, maternal and/or child health preferred; experience in adolescent health is a plus
- Experience in private sector approaches to development, such as social marketing and social franchising, as well as social and behavior change
- Familiarity with international health, development issues and the international donor community
- Experience developing and managing budgets
- Ability to work effectively in partnership with a variety of audiences and organizations
- Excellent writing, presentation and interpersonal communication skills preferred
- Experience managing, implementing, and evaluating large complex donor-funded projects involving the collection, analysis and presentation of health and population data that covers the full range of technical, field and administrative skills required for successful implementation of HIV, reproductive health, maternal and/or child health programs
- Works well independently and in teams
- Excellent quantitative and qualitative skills
- Well organized, strong attention to detail, and ability to multitask
- Fluency or strong working knowledge of oral and written Portuguese and English
- The successful candidate will be a creative, innovative, and strategic thinker, and will have: excellent communication, analytical, organizational, interpersonal and cross-cultural skills and proven ability to produce results.
