Mozambique: Chief of Party (COP), Integrated Malaria Program - Mozambique

Introduction:

Project HOPE is currently seeking qualified candidates for an upcoming project focused on malaria control in the country of Mozambique. The purpose of this project will be to implement the Integrated Malaria Program (IMaP) under the USAID/Mozambique President’s Malaria Initiative (PMI). Specifically, IMaP will improve prevention and case management activities, strengthen health system management and information services, facilitate coordination and enhance appropriate implementation and use of quality malaria interventions in four provinces of Mozambique during five years of program implementation. The places of performance under this contract will include the following provinces in Mozambique: Zambezia Province, Nampula Province, Cabo Delgado Province, and Tete Province.

This position is contingent upon award.

Summary of Role:

The COP is responsible and has authority and oversight for the entire program. The COP provides managerial and technical support throughout the implementation of the project, including management of sub-partners. The COP is responsible for providing input to USAID Mozambique for the development and submission of the Health Operational Plans and PEPFAR Country Operating Plan (COP) technical and budget documents. Annual Program Reports (APR) and Semi-Annual Program Reports (S/APR), in collaboration with the M&E Specialist, and develops requests for supplemental funding. S/he will have main responsibility for representation of the project to the United States Government (USG). The COP bears ultimate responsibility for ensuring that grantees and sub-grantees meet USAID, Health, PEPFAR and program requirements.

Required Qualifications/ Skills:

  • A Master’s degree in public health, social sciences, or related degree, and at least 7 years of senior-level management experience in managing large and complex projects; or a Bachelor’s degree in public health, social sciences, or related degree, and at least 10 years of senior-level management experience and at least 2 years of malaria experience;

  • At least 7 years of supervision experience supervising USAID funded projects;

  • At least 8 years of in-country experience delivering development programs in a developing country;

  • Demonstrated strong leadership, communications, and interpersonal skills;

  • Demonstrated experience working with host country government; and

  • Excellent knowledge of U.S. Government approaches and regulations; development assistance mission, values, and principles

  • Fluency in written and spoken English and Portuguese.

Preferred Qualifications:

  • Local nationality preferred
